Licensing and subscription FAQ appears to have incorrect info

I think that some of the information on this page is incorrect: https://about.gitlab.com/pricing/licensing-faq/

Specifically the "Can I add more users to my subscription?" section, and this blurb "In either case, the cost will be prorated from the date of quote/purchase through the end of the subscription period. You may also add users and pay for the users over license at renewal."

We should review the content there to make sure it is all accurate as licensing is a sensitive topic and we need to have correct info.
