404 when loading issue template with parenthesis in the file name

Summary

Since the upgrade to version 13.9, my issue templates, that have parenthesis in the file name (e.g: Create Firewall Rule (internal).md), aren't loaded (HTTP 404).

Steps to reproduce

I've created a project with problematic templates: https://gitlab.com/laubstein/template-test/-/issues/new

Try to select "My Issue Template (with parenthesis)"

Template not found.
