Create first run broadcast message to announce the new navigation
Problem to solve
When we eventually roll the changes to the top navigation out to all GitLab users, there will be a coordinated effort to communicate the why behind the change to limit the confusion and disruption. However, some people may not see the release post or blog post and be left wondering why things aren't where they used to be.
Proposal
Use a Pajamas Broadcast Message to bring attention to the consolidated menu and link to the blog post for more information.
Details
- The broadcast message should be able to be dismissed
- Once dismissed, the message should never be displayed again
