Boards queries exceed our db limit

Many of the examples in boards_spec.rb fail without disabling query limit because

This is the GraphQL endpoint itself getting too many queries, and we can't allowlist that since it would affect the entire endpoint with any arbitrary query being allowlisted - though perhaps between our ~30s timeout and complexity we might be able to do that.

The workaround was introduced in !56458 (comment 535900110).
