As a Self-managed user I want to benchmark my DORA4 metrics to other GitLab users.

As a self managed user I want to benefit from GitLab comparative view for DORA4 scoring and know where I stand
Proposal
We should present a tool (similar to the comp calculator) that allows you to insert your own data of each of the DORA4 metrics and display your DORA4 score for each one based on the GitLab.com data.

In https://gitlab.com/gitlab-data/analytics/-/issues/8045#note_520694334 we will be collecting DORA4 metrics for GitLab.com users. In #250637 (closed) we will present a comparative view for SaaS users. Self-managed users will not be able to enjoy this comparative view.
