Merge requests with `draft` anywhere in the title are being marked as draft MRs

Summary

When raising a MR that has draft in the title, suchj as Always post Week Notes as a draft, the MR is marked as a draft, even though the draft is not at the beginning of the title, as per the help text:

Start the title with Draft: or WIP: to prevent a merge request that is a work in progress from being merged before it's ready.

Steps to reproduce

Raise a MR with the title Something draft
Notice that the MR is a draft
