Can't change project visibility level of a Private project - Internal and Public are greyed out in UI dropdown

Hello,

I have a private project that I want to make public (https://gitlab.com/verticalsysadmin/policy-channels/)

When I go into project settings, there are three options in the Project Visibility Level UI dropdown element:

• Private
• Internal
• Public

"Internal" and "Public" are grayed out.

I found gitlab-foss#40612 (closed) which is closed.
