Add a button for group owners to send an email to all members

Everyone can contribute. Help move this issue forward while earning points, leveling up and collecting rewards.

Proposal

In the Admin Area there is a capability to send email to all users, but there is no such feature for group owners in gitlab.com. To compound the issue only admins can get users' email from the API. Even the Billing UI hides users' emails unless they've set them as public. As a group owner, I need a direct way to notify group members of configuration changes that will affect their subgroups and projects.

There's two main cases to consider:

  1. Email members of all subgroups and projects recursively. Maybe this would go under Billing where all such users can be listed.
  2. Email direct members of the current scope. This would go in the Members page for a given scope
