Show selected labels within the dropdown

Problem to solve

When creating an issue and assigning labels, the current experience makes it difficult to know which labels have been already selected.

Proposal

What is helpful when editing the labels is that the UI keeps you in the context of what you are editing. I can see every label associated with the issue.

In contrast, the experience of selecting labels is too vague for anyone trying to refer to previously selected labels ( +4 more). What are the four are selected out of the many labels I have?

We should allow the users the ability to see all selected labels when creating an issue. Ideally, the UX would mirror the same experience as assignees, where the selected options are shown at the top of the dropdown in their own section.
