Email on-call responders for new manually created incident

On-call responders need to be notified when a new incident is created.

On-call responder is emailed when a new incident is created in a project.
Proposal
Email the on-call responder(s) in the schedule for new incidents created manually in a project. We are also paging via email for new alerts. We DO NOT want to page for incidents created FROM alerts - we already paged on the alert. We DO NOT want to page for incidents created automatically from alerts, again, we already paged on the alert.
