Unable to assign epic for issue in board list

Steps to reproduce:

1. Go to a group issue board
2. Create a new issue with the + icon
3. Assign an epic to the issue

You'll see that the POST request goes to issue 0 (e.g. https://staging.gitlab.com/api/v4/groups/9970/epics/38/issues/0).
