Create an issue from a comment

Proposal

It could be really useful to have the possibility to create a new issue from a comment.

Sometimes, discussions in comments are very relevant (but not to deal in the current issue itself), so basically we copy/paste the content of the comment to create a new issue.

Having a button/action to create an issue from this comment could be interesting and optimize our time
