Only share user profile to connected users

Problem to solve

Users in GitLab.com can choose to have private profiles which hides potentially sensitive information. There is not currently an option to hide other details like name and social profiles. It would be nice to be able to set and share that information with select members that are "trusted" and not with the broader GitLab.com instance.

Proposal

Allow an option to share your information with users that share a project or group with you. We could also use the group owner that is set with Enteprise users.
