Move User lists to it's own subpage of Feature Flags

Problem to solve

The relationship between Feature Flags and User lists in the user interface is confusing and messes with a clean mental model for users.

Proposal

Remove User lists from the tabbed navigation and create a button to navigate towards a unique page for User lists.

Note: The user lists views are not being changed. They are being moved out of the current tab view and into an independent page.

Future iteration

The design of user lists, the way users interact with, add, and remove user groups, etc should all be looked at closely by design and evaluated for possible experience improvements.
