Problem to solve

There is a strong overlap between feature flag management and issues. During 13.08 and 13.09, we explored a design for Feature Flags as an Issue Type. During solution validation, we discovered that this direct connection caused confusion and didn't resonate with users.

However, a lot of positives of Feature Flags in the Backlog were discussed, so there is confirmation there is a connection.

Explore the connections between Feature Flags, Issues, and the Backlog.
