Determine if we need to include deployment to canary

Problem to Solve

We are currently thinking about deploying Geo to staging.gitlab.com and dr.gitlab.com but we don't know if we also need/should deploy to canary.

Proposal

• Discuss with Infra and decide for or against Canary deployment
• Document decision in this issue.
