Unable to comment on merge request diff

Summary

Merge requests changes are not rendered correctly. (happening on latest master branch)

Steps to reproduce

Create a merge request and go to changes tab.

What is the current bug behavior?

1. Syntax highlighting does not work
2. Unable to create a comment on diff
3. Load icon spins forever at the end of the screen.
