UI: Tooltips cover links to other jobs on the job page

Summary

When you mouse over another pipeline phase with 1 job, the tooltip covers up the job, which prevents you from clicking it. Also, with any number of jobs in the phase, the tooltip covers too much of the job right above or below, which also prevents you from switching between jobs.

Steps to reproduce

  • Open Firefox 78.7.1esr (others will work I'm sure, even Chrome does this)
  • Open a Gitlab job in Gitlab 13.7 or 13.8 (not sure which one we have at my work)
  • Use the drop-down box on the right to navigate to other phases in the same pipeline. Choose a phase that is known to have one (1) job in it.
  • Move your mouse over to the job, because you want to go to it
  • Watch the black tooltip pop over the job link and prevent you from clicking it

What is the current bug behavior?

The tooltip prevents you from clicking the job link

What is the expected correct behavior?

The tooltip should at least cover the job link above or below, not the one you're trying to hover over and click. Alternatively, remove the tooltip entirely! It's useless! It covers too much even when it's placed correctly!
