Save collapsed panels from a previous session in the monitoring dashboard

just a follow up feature proposal, it would be nice if gitlab would save what panels you collapsed from previous sessions

Adding additional details:

Our metric dashboard does support collapsable rows, however, when a user collapse or expand a row the state of the row is not persisted, once the user refresh the page the rows will be back to their original state, we would like to support a persistent behavior, whenever a user setup a dashboard and collapse or expand a row the state of the row remains as define

I'd love to see this, added backend and frontend to try and come up with ideas on how to implement this feature
