[VSA] Task by Type labels should persist with new date range or page refresh

Summary

If I apply labels to control what is displayed in the Task by Type chart in VSA, I expect the labels to still apply even if I change the date range or refresh my page

Current behavior

The labels are removed if the date is changed or the page is refreshed.
