Docs: clarify "Busy" status

Provide guidance on why/when to use the "busy" status feature:
b6e4b38f added docs for the "Busy" status, but we have no context at all.

@ekigbo @eread can we explain what this means? Ok, I say "I'm busy", but why would I do this? Like, I'm always busy...
We should probably add more meat to this doc, say why should we use it, provide an example, provide some guidance. We also should document this for development guidelines saying what this means for us, GL team members.
Proposal
- Improve the user doc with some guidance.
- Add to the development guidelines what this means for the GitLab team.
