Separate horizontal from vertical dragging in issue boards

Problem to solve

When dragging issues in issue boards you do a horizontal movement (changing list) as well as a vertical movement (changing priority). These are two different concepts that probably deserve being separated.

Everybody who uses issue boards.

Proposal

When dragging between lists, make the whole target list a drop target. Only allow reordering issues when dragging in the same list.
