Make projects under a subgroup be able to view the milestones of the parent group for release tagging

Problem to solve

One of our customers is requesting a feature to have the milestones of a parent group be viewable (and choosable) in release tagging of a project under one of its subgroups.

To clarify, this is the current behavior:

• I have the group parent-group with a milestone parent-milestone.

• When creating a new release in the parent-group/child-group/child-project, we can see that parent-milestone is not listed on the dropdown. We can only see the child-milestone which is created in the parent-group/child-group.
