Update the dropdown component on Group import page

Summary

The behavior of the To new group dropdown component needs updating. Currently, there is no fixed width or character limit.

What is the expected correct behavior?

Reuse the Project URL dropdown found on the Create blank project page, but with tweaks.

• Use the same character limit for the text of the closed dropdown.
• The open dropdown should have a fixed (wide) width and text should wrap, which is different than the Project URL open dropdown.
