If a group has a CI variable, a project under that group may override its value with a different value, but it cannot override it to have an empty value or to not be introduced.

Problem to solve

As a project owner, I want to override all group variables for my project, so I can turn off certain variables within my project.

The user should be able to use the UI or API to specify that a certain variable inherited from a group should not be injected into their pipeline.
