LinkMergeRequestWorker runs very inefficient sql queries against GitLab.com's Postgres primary

Spun out of the gitlab-com/gl-infra/scalability#865 2021Q1 gitlab.com Latency Degradation investigation.

LinkMergeRequestWorker issues very expensive queries of the form:

These are issued from the Deployments::LinkMergeRequestWorker sidekiq job.

The jobs are frequently timing out after 15s, so even though they are very expensive, they have often fail. This may be impacting user deployments.
