Update the Package list item UI - Make action buttons in list items secondary

Problem to solve

The information hierarchy of the delete buttons in each list item of the Package and Container registries is distracting and makes it difficult for users to easily navigate down the page.

Proposal

Transition the list view action buttons to be secondary button style. This should mean the button is made of a Red Outline and a Red Icon. The background should be white.
