Proactive notification for pipeline is likely to fail

Problem to solve

Users are looking for ways to avoid using CI minutes necessarily and would like to know if a job is likely to fail.

Proposal

GitLab has a rich data asset of failed tests and failed scans it would be great if we could proactively notify users while a job is running before it finishes if it is likely to fail and why based on past failures.
