Audit log link in admin section leads to 404

Navigating to /admin/audit_logs leads to 404 page.

Steps to reproduce

Login as admin in EE. Go to admin page, Monitoring section. Try clicking on Audit Logs. You get 404 page.

Instead, Audit Logs page should be presented.

This is not reproducible on 9.5.0-rc4-ee 61653a64
