Make the current license page clearer

Problem

As a customer, it's not clear to me what the numbers and some of the terms mean on my license page, so I'm confused as to what will happen on my next bill or when I add/remove users

"Users over license" is not clear to customers what it means, and feel unfriendly, as if they've done something wrong by adding more users.

We should also distinguish seats from users. A user is not the same as a seat. You can add a user to an instance and it not take up a purchased seat.

We should do a quick content review with some customers before shipping this improvement. The true-up link will also need to be updated once we have #31942 (closed) ready.

We should also do the same for the dashboard page.
