Quick actions and sidebar labels override each other

Steps to reproduce

  • Add and remove some labels via quick action and submit
  • Add and remove some labels via the sidebar

In this case I added workflowready for development in a quick action, and then went into the sidebar and added ~"UX ready" and removed UX. On refresh my new workflow label had been overriden.

I'd expect the two to work separately. If you add labels via quick actions, those should stick and shouldn't be overridden by the previous state defined in the label dropdown.
