Empty Licenses in Dependency List

Problem to solve

On Dependency List view, in License column, some licenses are empty, it's normal behavior. We need to inform the user why this is happening.

Licenses are empty for two reasons:

1. License scanning job isn't set up (EE project as an example.
2. License scanning job didn't find the license for this particular dependency.

Proposal

Add some information on Dependency List page about License scanning job and why License field can be empty.

Permissions and Security

Permissions are not changed

Documentation

No need to update documentation since we don't change page behavior.

Testing

Need to test how it looks on frontend

What does success look like, and how can we measure that?

Users are not confused about empty Licenses
