Admin emails sent to a group do not go to subgroup members
Noticed in the CE->EE merge, and fixed as part of https://gitlab.com/gitlab-org/gitlab-ee/commit/fb3f326db85a9cc72b4cd543db9780c79ac2ac1d
The question is: which behaviour is appropriate here? I think it makes sense to send emails to the subgroup as well, but could be wrong
