"Configure it later" button for 2FA not visible during grace period

Summary

"Configure it later" button for 2FA not visible during grace period. This would be annoying since the user is redirected back to /profile/two_factor_auth unless they enable 2FA

Steps to reproduce

1. As an admin enable 2FA for a group with some grace period
2. Sign in as a user who is a member of that group
3. You will land on /profile/two_factor_auth page and the "Configure it later" button is not visible.

"Configure it later" button for 2FA should be visible during the grace period.
