Use resizable chart component for all monitoring responsive charts

We have a resizable chart wrapper component to handle responsive behavior of our charts on the monitoring dashboards. We should implement this wherever we can ensure it is most maintainable for all the new chart types we are adding (maybe in the panel type component)
