Allow the ability to tie more than 1 milestone for an issue

Problem to solve

Currently we are able to tie an issue to only one milestone. We would like the ability to tie an issue to 2 milestones to track separately.

Example:

• Milestone 1 is being used to track overall department sprints.
  • Issues relevant to a Sprint is tied and tracked via this milestone.
• Milestone 2 is being used to track project completion.
  • Issues relevant to a Project is tied and tracked via this milestone.
