Labels are not correctly rendered on the To-Do list.

Steps to reproduce

  1. Make a comment that @mentions the current logged-in user which includes a label, such as gitlab-ce~2656755 .
  2. Visit https://gitlab.com/dashboard/todos

What is the current bug behavior?

The label spacing is not correct, and tooltip renders some HTML.

What is the expected correct behavior?

The label is rendered the same way as in other places of the application.
