Option For Public Domain With No License

When there's no license in the repository, the quick link for the license states "No license. All rights reserved."

I like this as a default option, but I'd like a setting to make the repo public domain, and reflect this in the quick link.

This would solve the issue of conflicting information ("this repo is public domain" in the readme in contrast to the quick link telling them otherwise).
