Split pipeline charts view into tabs

Problem to solve

Currently, https://gitlab.com/gitlab-org/gitlab-ce/pipelines/charts looks a bit disorganized and hard to extend

Proposal

What about splitting the page into a tabular view using the same components we have on http://gitlab.com/gitlab-org/gitlab-ce/issues? For example: Overall, Pipelines and Commits

That's an easy way to improve UI a bit and also the gitlab-ce~27312481 of the initial page load

After that, each tab can be enhanced on their own without being intertwined with other ones UI/UX-wise and implementation-wise
