The absolute path for files uploaded sent through webhook gives me a 404.

Steps to reproduce

Setup a webhook to a wiki edit. Upload an image to the wiki page. The url to the image sent in the webhook is not accessible. It returns a 404.

What is the current bug behavior?

Path returns 404.

What is the expected correct behavior?

Path returns image.

I would actually highly prefer if the path is not related to gitlab at all and instead gives me the url of the underlying s3 item.
