Notify on new tag only

Problem to solve

The problem is GitLab doesn't have option to notify only when new release out.

Everyone.

Further details

Watching any activity is not necessary in most cases and produce tons of unnecessary email notification.

Proposal

Do exactly as GitHub.

What does success look like, and how can we measure that?
