For Enterprises utilising Group Managed accounts (on gitlab.com), they may wish to limit scope of user activity to the group itself, and prevent user activity outside of their group.

Proposal
If a user is specifically created by SCIM for a Group Managed Account, the Enterprise may wish to limit activity of that account to their specific group, so all activity will fall under their Group control.
