Board dropdown nav does not show scrollbar

• Board dropdown nav does not show scrollbar, until I actually try to scroll.
• So that I'm confused and don't realize I can scroll.
• It at least confused me (@victorwu) https://gitlab.com/gitlab-org/gitlab-ee/issues/3140.
• Mac, Safari and Chrome and using MacBook touchpad.
