"Cannot merge" logo and tooltip is wrong in sidebar

I attempted to assign a merge request to @mkozono in https://gitlab.com/gitlab-org/gitlab-ce/merge_requests/32376, but I see this:

/cc: @sming-gitlab because I see the logic may have been tweaked in gitlab-ce@f1f34baf6f4e0866feb3f4c7523e3dccf5784b0b. If it helps, I had @mikegreiling as an assignee before, so it's possible the logo got confused with that. But If I try the assign again, I still see the issue.
