Spike: Generic method for data sources to pass data into embeddable charts

Purpose

Follow up from https://gitlab.com/gitlab-org/gitlab-ce/issues/66725, we want to investigate if it's possible to setup a generic method/flow for users to pass data through an endpoint so that charts can be generated and embedded in an issue

1. Determine feasibility of this feature and what it would take to implement
