ee-specific-lines check doesn't work across CE forks

As seen in https://gitlab.com/gitlab-org/gitlab-ee/-/jobs/281414923, even if the fork is a public CE project, we can't check against it. Not sure if there's a great way to do this, other than to scan the merge request for a CE backport link and identify to which project it belongs.
