unable to follow instructions to use gitlab pages with plain html and custom domain

For those not used to programmers, documentation is unclear.

Need to explain that a directory 'plain-html' needs to be created, then sub-directory 'public'.

According to: https://about.gitlab.com/2016/04/07/gitlab-pages-setup/#custom-domains

"From your project's dashboard, go to Settings () > Pages > New Domain"

Where is the dashboard?

Where is settings?

The side bar show a project link and a repository link. None of these pages shows a link 'settings'
