The text "You can add a new member to training or share it with another group." still shows up under Members of project when "Member lock" is checked at group level
Steps to reproduce
- Create a new group on Gitlab EE
- Check "Member lock" in group settings.
- Create a new project in the newly created group.
- Click "Members" on project dashboard

What is the current bug behavior?
The text "You can add a new member to training or share it with another group" still shows on the project Members page.
What is the expected correct behavior?
Better text like "You can't add new members since the group has Member lock enabled"
