Make Insights Bar Charts Clickable
Problem to solve
When I view an Insights bar chart, I can't easily determine the filter used to generate the set of issues defined by a specific bar.

Make each bar clickable in an insights chart and have the link send the user to a filtered issue list with just the issues represented by that bar.
