Fogbugz import failing to import projects

Summary

For a summary of the bug, see gitlab-foss#66130 (closed). I have done some testing after encountering this bug, and can verify that Fogbugz imports work when using Gitlab CE version <11.1. Using the most up-to-date version of Gitlab CE does not work.
